Bilateral relations

Indonesia and Tajikistan

Political Relation
Indonesia’s recognition of the independence day of Tajikistan (the 28December 1991) was declared along with the other ten of the former-Soviet Union states. The diplomatic relation was formally established at the signing of a Joint Communiqué on Establishment of Diplomatic Relation between the Government of the Republic of Indonesia and the Republic of Tajikistan in Moscow on 27 July 1994.
As enshrined in the Presidential Letter (SK Presiden) No. 88/1993 on 20 September 1993, the Indonesian Embassy in Tashkent (Uzbekistan) is also accredited to Tajikistan beside Kyrgyzstan and Uzbekistan. Mr. Soekadari Honggowongso who submitted the credential letters to President Emomali Rakhmonov on 9 April 1996 performed as the first Indonesian Ambassador.
The Indonesian government had delivered humanitarian aid in 1994 and in 1997 with a view to help Tajikistan overcome its difficulties due to the war. RI also participated in peace mission by sending its troops to join the UNMOT.
The official visit by President Rakhmonov to Indonesia in 2003 and later in 2005 to the Asia-Africa Conference, demonstrated the positive development of bilateral relation of the two countries.
In multilateral fora, the Tajikistani Government supports have always been positive. It has also shown positive attitude to the question of East Timor after the Referendum and also to Indonesia’s bid to become member of Human Rights Council in year 2006.
Agreements of cooperation signed by both countries are as follows:
  1. Agreement on Technical Cooperation
  2. Agreement on Trade
  3. Agreement on the Avoidance of Double Taxation
  4. Agreement on the Promotion and Protection of Investment
  5. MoU on the Establishment of a Joint Commission Indonesia-Tajikistan
  6. MoU on Cooperation in Education
  7. MoU on Cooperation in Tourism
Economic and Trade Relation
The economic and trade relation between RI-Tajikistan is still very insignificant in value. The Indonesian products marketed in Tajikistan are very small in number and are usually brought by the local vendor from Russia, Dubai and other neighboring countries.
The export value to Tajikistan in year 2002 was US$ 190.000 and had increased to US$ 819.000 in 2003. But in 2004 and 2005, the export value had considerably decreased to only US$ 33.000 with no imported products from Tajikistan. In year 2005, the bilateral trade worth US$ 236.000. Exported products to Tajikistan along the year 2004-2005, are mainly automotive spare parts while imported products from Tajikistan are cotton fabric and cotton yarn.
The main export products of Indonesia to Tajikistan are mainly textiles, apparels, furniture, plastic products, tea, electronic devices, shoes, soap, etc with Russia, Uzbekistan, China, Turkey, Iran and Pakistan as competitors.
The primary obstacle encountered by Indonesian exporters to Tajikistan is transportation, since Tajikistan does not own a sea-port. Imported product entering the Central Asia region (including Tajikistan) have to go through the Banda Abbas port in Iran which are later being transported by trucks or trains taking about one month long. This has caused a hike in the price of Indonesian products of which the Tajikistani people could not afford to buy.
In investment area, PT. Data Ina of Indonesia is now seeking to invest as much as US$ 1 million in Satellite Data Communication area. The negotiation is still ongoing.
Socio-Cultural Relation
A Tajikistani student has been awarded an Indonesian Dharmasiswa scholarship to study the Indonesian language in Universitas Pendidikan Indonesia, Bandung. The scholarship program could encourage other potential fields of cooperation, particularly in the Human Resources Development. As being a newly-independent state, recovered from a civil war, Tajikistan is in great need of assistance mainly from other countries in the field of socio-cultural development.
Consular Information
There is only one Indonesian citizen in Tajikistan working for a foreign NGO in the education field and one other who works in a Technological Information company.
