Indonesia and Kyrgyzstan

Political Relation
The Indonesia-Kyrgyzstan relation begins with Indonesia’s acknowledgment of the ten former-Soviet countries on the 28th December 1991. The diplomatic relation commences with the inauguration of the Indonesian Embassy in Tashkent, Uzbekistan on the 11th of May 1994, to which is accredited two other countries: Kyrgyzstan and Tajikistan.
The Indonesia-Kyrgyzstan diplomatic relation was legally put to start by the signing of the Joint Communiqué on Establishment of Diplomatic Relation between the Government of the Republic of Indonesia and the Republic of Kyrgyzstan on the 5th of April 1993 in Moscow, which is followed by a joint declaration of mutual cooperation between Indonesia and Kyrgyzstan in Jakarta on the 18th of July 1995.
In political field, the relation of the two countries is in particular related to matters of mutual supports in international organizations such as the UN, OIC, IMF and ADB. Kyrgyzstan has always been in support of Indonesia’s candidature to the ILC, UNESCO, UN Human Right Council, ICAO, OC, etc. Moreover, Kyrgyzstan has shown positive attitude to Indonesia’s domestic political issues, in particular of sensitive ones in nature.
The political relation is also broadened by the reciprocal visit of Parliamentary members of both countries in 1996. The inter-parliamentary cooperation has generated the signing of the protocol of cooperation between the Indonesian Parliament and the Kyrgyzstan Parliament on the 16th of May 1996. One significant outcome of the said cooperation is the support of Kyrgyzstan to the Indonesian territorial integrity within the Unitary State of the Republic of Indonesia (NKRI).
Economic and Trade Relation
Since the inauguration of RI-Kyrgyzstan diplomatic relation, several agreements have been signed by both countries namely in economic and trade sphere:
  1. Agreement on Trade and Economic Cooperation signed in Jakarta on April 1995.
  2. Agreement for the Promotion and Protection of Investment signed in Jakarta on April 1995.
  3. Agreement Concerning Air Service signed in Jakarta on April 1995.
  4. Agreement on Cooperation in the Sphere of Tourism signed in Jakarta on April 1995.
As a follow-up to the Agreement concerning Air Service between RI Kyrgyzstan, in 2001 The Kyrgyzstan International Airlines explored ways and means to the possibility of opening a direct route from Bishkek-Kuala Lumpur-Jakarta (round trip) but the plan had yet to be realized.
The export value to Kyrgyzstan in the year 2005 was only US$ 160.000, which is much lower compared to the value in 2004 of US$ 250.000, and in 2003 and 2002, of US$ 729.000 and US$ 662.000 respectively. The decline is due to the limited promotion of Indonesian manufactured goods in Kyrgyzstan.
The imported products from Kyrgyzstan are mainly cotton and chemical products which are worth US$ 1.636 million in 2003. The import value had significantly augmented compared to year 2002 which worth only US$ 127.000.
The Indonesian products penetrating Kyrgyzstan are mainly vegetal oil and fat, coffee, tea, cacao, furniture and chemical organic material. Some of these exported products which are in decline are vegetal oil due to the high cost of transportation which is as much as 60.6%; communication and recording devices which are subject to twice the normal tariff; and automotive spare parts which are subject to 3,2 times the normal import tariffs.
Socio-Cultural Relation
There is yet an agreement of cultural cooperation between Indonesia and Kyrgyzstan. Indonesia’s policy in cultural cooperation in particular with former socialist-communist countries is undertaken on a case-by-case basis.
In the field of socio-cultural development, a Kyrgyzstan student had been awarded an Indonesian scholarship through the Dharmasiswa Programme for the year 2003/2004. While in the promotion of Indonesian image and culture, the Indonesian Embassy in Tashkent held an Indonesia-Film Week and an Indonesian Cultural Evening Performance in Bishkek in November 2005.
In July 2004, the Indonesian government had delivered humanity-aid worth US$ 10.000 to the victims of the land-slides occurred in the province of Osh and Jalalabad. In the efforts to deliver assistance with regard to the tsunami in Indonesia, the Government of Kyrgyzstan had organized a charity show in January 2005 dedicated to the tsunami victims.   
Consular Information
The total of Indonesian citizen in Kyrgyzstan is 11 persons who are working for international NGOs.
